  • C- CDS (Customs Déclaration Service)
    The UK’s Customs Declaration Service (CDS) aims to achieve total dematerialisation (like the French DELTA IE system). It is gradually replacing the CHIEF (Customs Handling of Import and Export Freight) tele-procedure, the equivalent of the French Delta G system.

    For European exporters passing through Channel ports, and to facilitate entry into the UK, a link has been established between France’s ‘Smart Border’ Brexit IS and its UK ‘counterpart’: the GVMS (Goods Vehicle Movement System), available at 16 UK ports of entry.

    Before shipment (French side):
    After entering the customs declaration on the SAD form, the EU exporter transmits the barcode of the Export Accompanying Document to the UK customs declarant + the number of the lorry that will present itself at the border, as soon as it is known.
    The UK importer draws up an advance import customs declaration: today, this is form C88 on CHIEF + a prelodgment giving the Entry Reference Number (ERN).
    With CDS, these documents will be dematerialised and the ERN will be replaced by a barcode (MRN).
    The customs declaration on CHIEF must contain the code ‘RRS01’ in box 44 of CHIEF to allow shipment.
    With CDS, this will appear in box 2/2 of the CDS.
    Arrival at border of shipment: the UK customs declarant associates the UK import declaration with the truck plate in GVMS to obtain the GMR (Goods Movement Reference). He enters the ERN in GVMS if customs is carried out on CHIEF.
    With CDS: this will be the import MRN number.
    The driver presents the Export Accompanying Document + the GMR to be able to board.
    After boarding:
    The truck plate is scanned during the crossing and the import customs declaration is definitively validated by UK customs.
    On arrival in the UK: the driver checks the status (green light or stop control).

  • O- Outward Processing (Perfectionnement actif in France)
    Customs procedure that allows goods to be temporarily exported which are in free circulation in the customs territory, with a view to having them undergo processing, working or repair abroad and then to re-import them with total or partial exemption from import duties and import duties and taxes.
